W. Ross Ashley is a Senior Advisor at The Chertoff Group where he shares his unique insight and subject matter expertise in the areas of Intelligence, Homeland Security, Justice and Defense.  He also serves as Executive Director of the National Fusion Center Association (NFCA), where he represents the interests of the U.S. Department of Homeland Security (DHS) recognized fusion centers. 

Previously, Mr. Ashley was confirmed by the United States Senate in December 2007 as the Assistant Administrator of the DHS Grant Programs Directorate (GPD) where he worked until August of 2009. In this role, he managed over $10.1 billion per year in federal assistance programs.  Mr. Ashley was one of only two Senate confirmed individuals asked to remain in position and continue his service at DHS during the Obama Administration. 

Before assuming his position at DHS, Mr. Ashley served as the Chief Executive Officer of the National Children's Center (NCC).  During his time with the NCC, Mr. Ashley led all aspects of the 1,100 employee agency including the operations of three alternative public schools and one early intervention program for children with special needs.

Mr. Ashley founded The Templar Corporation in February 2000.  Working with the National Institute of Justice (NIJ), The Templar Corporation began the development of sophisticated data integration solutions with a single purpose in mind: to improve public safety and security agency capabilities to share information.  Under Mr. Ashley's leadership, Templar products supported over 100 federal, state and local government agencies.  Mr. Ashley and his team sold Templar to ChoicePoint in February 2004.

Prior to founding Templar, Mr. Ashley served as Director of Law Enforcement Technologies at ISX Corporation. In this capacity, he was responsible for several information sharing initiatives for federal, state and local law enforcement agencies.  He also provided senior level consultation services to the NIJ on various information technology programs for the U.S. Departments of Defense and Justice Joint Program Steering Group and external agencies such as DARPA.

Prior to joining the ISX Corporation, Mr. Ashley served in a variety of private sector positions to include supporting the National Intelligence Community and providing high level operational support planning to the Secretary of Defense, Chairman of the Joint Chiefs and Secretary of the Air Force in intelligence collection planning and analysis, and operational combat assessments.

Mr. Ashley retired after 20 years of service as an Intelligence Officer serving both in the Virginia Air National Guard and the United States Air Force Reserves.  Mr. Ashley retired at the rank of Captain (0-3) and also achieved the rank of Technical Sergeant (E-6) as a Non Commissioned Officer.

Mr. Ashley is a distinguished graduate of the Academy of Military Science, holds a Bachelor of Arts degree from George Mason University and a Master’s degree from the Joint Military Intelligence College.  He and his wife Lauren, and their four children, reside in Arlington, Virginia.
